What this means
Each council is scraped three times a day, and every run checks whether the newest application moved. A council that has not published anything new for a fortnight is flagged here rather than silently shown as up to date.
Why council decision speed excludes private certifiers
In Queensland most building work is signed off by a licensed private certifier, not the council. Those records show when the certificate was filed with council, not how fast council decided anything, so they are excluded from any speed figure — otherwise it measures paperwork. Gold Coast and Redland once showed "decided" dates before "received" dates on 39% and 48% of rows for exactly this reason.
A fast median off three applications is not speed. It's noise.
